  • For ‘O’ & ‘A’ Level attended Ntare Secondary School in Mbarara District (1958-1963)

  • Dar es Salaam University and graduated with an LLB Hons. Degree Upper Second (1964-1967)

  • London University School of Oriental & African Studies and obtained a Certificate in African Studies (1965)

  • Harvard University and graduated with an LLM Degree (1970-1971)

 

WORKING EXPERIENCE

  • State Attorney, Ministry of Justice in Uganda (1967)

  • Lecturer in Law at Nsamizi Law School (1968)

  • Head of Department of Law, Law Development Centre (1969-1970)

  • Appointed Chief Magistrate, Buganda Rd Law Courts (1973)

  • Appointed Chief Magistrate, Mbarara (1974)

  • Appointed High Court Judge (late 1974-1979)

  • Member of National Consultative Council (Interim Parliament of Uganda) (early 1979-1980) rising to be its Chairman in 1980

  • Member of Parliament, Mbarara West Constituency and Speaker of National Assembly (December 1980 -1985)

  • President of EEC/ACP Joint Assembly (1981-83). During that period, I led the Joint EEC/ACP Fact-Finding Mission of Countries of Southern Africa affected by the Apartheid Regime, i.e., Angola, Mozambique, Tanzania, Botswana, Swaziland, Lesotho, Zambia and Zimbabwe.

  • Member of National Resistance Council ( Parliament of Uganda) representing Rwampara Constituency and Chairman, Committee of Legal & Security Affairs of the Council ( 1989-1996)

  • Legal Practitioner with the firm of Kirenga & Butagira Advocates in Kampala (1996-1997)

  • Appointed Ambassador of Uganda to Ethiopia and Permanent Representative to the OAU (1998)

  • Transferred to Nairobi as Uganda High Commissioner and Permanent Representative to United Nations Environmental Programme (UNEP) and United Nations (HABITAT) (1999)

  • Led Uganda Team that negotiated the Treaty establishing East African Community (1999)

  • One of the Mediators in IGAD-sponsored Sudanese Peace Talks (2000-2003)

  • Appointed Uganda’s Permanent Representative to the United Nations, New York (June, 2003)

  • Chairman, Third Committee of United Nations General Assembly 60th Session

  • Vice-President, General Assembly of UN, 61st Session

  • Represented Uganda on Security Council of UN 2009 (January)

  • Chairman, Organization of Islamic Conference (OIC) at UN, New York, 2008-2009

  • Chaired African Group meetings at the United Nations at a time when proposals by the Secretary-General to restructure the Office of the Special Advisor for Africa, had generated a lot of controversy. I helped bridge the gap between the two sides by proposing a forward-looking compromise.

  • June 2009 appointed Uganda’s Ambassador to the Federal Republic of Germany and Uganda’s Permanent Representative to United Nations Organizations, Vienna.

 

HOBBIES

  • Like traveling, and have practically visited many Countries of the World; like reading.

 

PUBLICATIONS

  • Co-author of book “Handbook for Magistrates”and “The Law Reform in East Africa” and numerous publications in a number of international magazines; also gave lecturers on international affairs to leading universities like Columbia University.

 

OTHER ACTIVITIES

  • Cattle Farmer: made a Canon of the Church of Uganda Ankole Diocese December 2008, and for many years Chancellor of the Diocese.

 

AWARDS

  • Awarded a Golden Medal by Uganda Investment Authority, as the best Ambassador for attracting investments to Uganda.
